Contracting with CSMP Sites at UC Davis

Guidance for TK-12 School and District Leaders

Context:

The Center for Public Service and Education (CPSE) provides financial and administrative support, including contracting support, for most of the California Subject Matter Project (CSMP) sites at UC Davis, including the California History-Social Science Project (CHSSP) Statewide Office, the Area 3 Writing Project (A3WP), the UC Davis Math Project (UCDMP), and the California Reading and Literature Project at UC Davis (CRLP). CPSE staff will be your primary contact for matters relating to the execution and invoicing of agreements between these CSMP sites and your institution.

What to Expect:  the Contracting Process
  1. CSMP and school leadership develop the scope of work and cost.  California Subject Matter Project (CSMP) staff negotiates a scope of work and total cost with your school or district, which the CSMP director will submit to CPSE (Center for Public Service and Education) staff.
  2. CPSE creates draft agreement created and sends it to school / district offices. CPSE will generate a draft agreement using the SOW and our standard agreement template, and send it to your school or district for approval and signature.
  3. School / district leadership reviews draft agreement.   Assuming the terms are satisfactory, school / district leaders sign and return document to CPSE.  (If there are questions or concerns at this stage, please reach out to CPSE Assistant Director Jeremy Till (jjtill@ucdavis.edu) to advise).
  4. UC Davis Business & Revenue Contracts review and sign.  Once the draft agreement is signed by the school district and returned to CPSE staff, CPSE will forward the signed agreement to Business & Revenue Contracts for final execution.  Please note:  this step can be time-consuming and often takes longer than anticipated.
  5. UC Davis Business & Revenue Contracts sends fully executed copy to school / district and CPSE and CSMP offices.

Tips for Effective Contracting

  • Submit agreements early! It can take anywhere from 30 days to more than two months for agreements to be executed by UC Davis Business & Revenue Contracts.
  • CSMP staff cannot begin work on an agreement until it is fully executed.
  • Using the standard agreement provided by UC Davis will expedite the review and execution process on our campus.
  • Send agreements or paperwork to be signed as PDFs to CPSE directly via email.
  • Send any additional paperwork required by your institution to CPSE when you return the signed agreement.
  • Refrain from using InformedK12, DocuSign, or other document management tools to submit agreements or other paperwork to UC Davis for signature. Doing so bypasses our own internal processes and often leads to confusion and delays.
  • If your institution requires the use of your own agreement templates or document management tools, please reach out to CPSE staff before sending them so that we may coordinate appropriately.
